OK - here's a funny story on what NOT to use: getting ready to go to the VB concert, my husband tied our blow-up shark to the top of the van with fishing line. We weren't a mile down the road and the shark snapped off the top - at the time it came off we were crossing a bridge that goes over an inlet of the Chesapeake Bay - we wondered all night if there was a news flash that they had to clear the beach because a shark was spotted in the water!

Most fins I have seen attached to cars were tied via rope and wooden crosspieces to the roof racks.
Rope would be much more secure than bungee cords. If you drill a hole through the wooden cross piece, like a 2 by 4, then you can thread the rope through the piece, making it much more secure.
If you are unsure of your Boy Scout skills, you may want to tie the fin on after you are done drive 70 mph on the way to the concert...but of course well before you get to the parking lot!
If you do use rope ... be sure not to tie the doors closed!
